Canada Provincial Nominee Programs had remained quite active in the third quarter of 2019, during the months of July, August, and September.
The provinces like Ontario, Saskatchewan and New Brunswick made changes directly affecting Express Entry candidates; while Alberta, Manitoba and Prince Edward Island held selection rounds inviting Express Entry candidates to apply for provincial nomination.
Alberta, Manitoba, PEI
Where the lowest CRS cut-off score in the federal Express Entry draw in the third quarter was 457, Alberta invited candidates with CRS score as low as 302.
Manitoba under its Skilled Worker Overseas program and Prince Edward Islands under its Labour Impact and Express Entry categories invited nearly 850 candidates In the third quarter alone. The majority of invitations went to Express Entry candidates.
Occupation list change in Saskatchewan
WIth recent replacement of Occupation In-Demand list with that of the list of excluded occupations, Saskatchewan has opened up over 200 occupations eligible for foreign workers under Express Entry and Occupation In-Demand categories. As a result, over 1,900 candidates got their invitations.
Ontario tech draws
Ontario introduced draws targeting foreign skilled workers with experience in six tech occupations, this July:
- Software engineers and designers (NOC 2173)
- Computer programmers and interactive media developers (NOC 2174)
- Computer engineers (NOC 2147)
- Web designers and developers (NOC 2175)
- Database analysts and data administrators (NOC 2172)
- Computer and information systems managers (NOC 0213)
While a job offer is not required, the candidate must have a profile registered in the federal Express Entry pool.
Targeted search in New Brunswick
New Brunswick introduced an occasional, targeted search of the Express Entry pool alongside the existing Expression of Interest (EOI)-based invitations issued through New Brunswick’s Express Entry Labour Market Stream
Eligible candidates who receive invitations to apply through an Express Entry-aligned provincial stream will receive an additional 600 CRS points. These additional points may effectively guarantee their provincial nomination to apply for Canadian PR.
