2020 opened with a surprise for immigrants to Quebec. The recently proposed ‘Quebec values test’ was made operational from January 1, 2020.
The Quebec government also released a guide to prepare for the so-called values test that aspiring candidates will have to pass in order to qualify for selection by the province. The values test is officially known as – Attestation of learning about democratic values and the Quebec values expressed by the Charter of Human Rights and Freedoms
Quebec’s values test applies to the following five economic immigration programs:
- Quebec Skilled Worker Program (QSWP);
- Quebec Experience Program (PEQ);
- Entrepreneur Program;
- Self-Employed Program; and the
- Investor Program.
About the Values Test
Interested and eligible candidates can take the values test online. Candidates are given three chances to successfully pass the test.
Exceptions to the online rule are that Study and work permit holders who fail the test a second time must take the test in-person information session for their final attempt. However, those who are applying from abroad have the option to complete the test online.
The passing percentage for Quebec Values Test is 75 percent or above. Alternatively, 15 correct out of 20 questions. Failure to successfully complete the values test will result in the termination of the application. The attestation is valid for two years.
The Quebec Values Test will include 20 questions. Some sample questions include:
1.Identify the situation(s) where there is discrimination. Refusing a job:
- To a woman because of her pregnancy.
- To a person who does not have the required diploma.
- To a person because of their ethnic origin.
2.Since March 27, 2019, under the State Secularity Act, any new police officer cannot wear religious symbols in the exercise of their functions.
3.What is the official language of Quebec?
- French and English
Core Principles of Quebec society
The government released a guide to the ‘Values test’ to brief the candidates about the Quebec society and its core principles. The test will be centered around the theme of the guide.
The five basic principles of Quebec society on which this ‘Values test’ will be based on-
- Quebec is a French-speaking society
- Equality between women and men
- The rights and responsibilities of Quebecers
- Quebec is a democratic society
- Quebec is a secular society
